Ghana, Rwanda regulators sign MoU on nuclear safety cooperation

The Nuclear Regulatory Authority (NRA) of Ghana and the Rwanda Utilities Regulatory Authority have signed a Memorandum of Understanding (MoU) to strengthen cooperation in nuclear and radiological safety regulation.

The Nuclear Regulatory Authority (NRA) of Ghana and the Rwanda Utilities Regulatory Authority have signed a Memorandum of Understanding (MoU) to strengthen cooperation in nuclear and radiological safety regulation.


The agreement, signed in Accra on Monday, is aimed at promoting the safe and secure use of nuclear energy for peaceful purposes in both countries.


Ghana was represented by the Director-General of the NRA, Prof. Francis Otoo, while Rwanda was represented by Ambassador Rosemary Mbabazi.



The MoU provides a framework for collaboration in nuclear safety regulation, including oversight of nuclear installations, radioactive waste management, nuclear safeguards, emergency preparedness and response, and the regulation of radiological facilities.


It also covers cooperation in the peaceful application of nuclear science in areas such as health, agriculture, mining, education, industry, and research.


Under the agreement, both institutions will also collaborate on capacity building, including training programmes, expert exchanges, technical workshops, and joint research initiatives.


The partnership further allows for the sharing of technical expertise and non-classified regulatory information, while ensuring the protection of confidential data.


Both regulators are expected to appoint focal persons to coordinate implementation of the agreement.
The MoU is expected to strengthen regulatory capacity and enhance nuclear safety standards in both Ghana and Rwanda.
