“Morocco’s Water Governance Under HM King Mohammed VI Is a Model for Resilience,” Says African Irrigation Leader

On the occasion of Throne Day in the Kingdom of Morocco, Dr. Mohamed Wahba — Vice President Honorary of the International Commission on Irrigation and Drainage (ICID), and Chairman of its African Regional and Capacity Development Working Groups — paid tribute to His Majesty King Mohammed VI for his transformative leadership in water resource management and agricultural resilience.
“Throne Day is an occasion that resonates far beyond Morocco’s borders,” Dr. Wahba stated. “It offers an opportunity not only to celebrate the nation’s progress, but also to reflect on the kind of leadership that shapes long-term resilience in the face of global challenges.”
He underscored the urgency of water scarcity across Africa and praised Morocco’s response: “Water scarcity is among the most defining challenges of our time — especially for countries across Africa. What distinguishes Morocco under the leadership of His Majesty King Mohammed VI is the ability to transform this challenge into a national priority backed by consistent investment, planning, and innovation.”
Highlighting Morocco’s advancements, he noted: “From the expansion of desalination powered by renewable energy, to the scaling of modern irrigation systems and wastewater reuse, Morocco has positioned itself as a leader in adaptive water management. These are not isolated technical successes — they are outcomes of a governance model that prioritizes sustainability, equity, and preparedness.”
Dr. Wahba emphasized that Morocco’s approach provides a regional reference: “As someone engaged in irrigation development across Africa and globally, I view Morocco’s approach as a reference point for integrated water resource management. The initiatives guided by His Majesty not only secure water for Moroccan citizens and farmers, but also strengthen regional knowledge and cooperation.”
He also acknowledged the country’s work in empowering local communities: “The commitment to capacity building, particularly in rural water use efficiency, aligns closely with the mission of the International Commission on Irrigation and Drainage.”
He concluded: “On this Throne Day, I extend my respect and admiration to His Majesty King Mohammed VI for his steadfast commitment to water security and agricultural transformation — not only for Morocco, but as a source of learning and inspiration for the entire African continent.”
