Morocco’s Bold Approach to Water Governance Sets a High Standard for Africa, Says UN Observer on Throne Day

On the occasion of Throne Day in the Kingdom of Morocco, Dr. Nabhit Kapur, Permanent Observer to the United Nations for the Pan-African Intergovernmental Agency for Water and Sanitation for Africa, extended his warmest congratulations to His Majesty King Mohammed VI and to the people of Morocco, praising the country’s strategic leadership in water security and sustainable development.

“This national celebration is not only a moment of reflection on Morocco’s remarkable progress, but also a testament to the visionary leadership of His Majesty — particularly in the field of water governance,” Dr. Kapur stated.

He highlighted the significance of His Majesty’s recent directives as an example of forward-thinking, equitable, and climate-resilient policy. “His Majesty’s recent address and directives reflect a bold and forward-looking approach to water security — one rooted in equity, sustainability, and strategic planning. From accelerating dam construction and inter-basin transfers, to expanding desalination capacity and promoting advanced irrigation systems, Morocco’s model sets a high standard for climate-resilient water management.”

Among the initiatives, Dr. Kapur pointed to Morocco’s ambitious target for desalination: “The ambitious target to meet over half of the country’s drinking water needs through renewable-powered desalination by 2030 is a clear example of this transformative vision.”

As a representative of a continental intergovernmental agency, Dr. Kapur emphasized the global relevance of Morocco’s strategy. “I commend His Majesty’s leadership in elevating water to the highest level of national and regional priority. Morocco’s approach reinforces the understanding that water is not merely a resource — it is a human right, a pillar of development, and a guarantor of dignity.”

He further echoed His Majesty’s call to national responsibility, while urging global collaboration. “In line with His Majesty’s call for preserving water as a national responsibility and a civic duty, the international community must also act with shared responsibility. Morocco’s model offers a replicable path for African nations — one that embraces innovation, community engagement, and multilateral cooperation.”

Dr. Kapur concluded with a reaffirmation of his commitment at the international level. “On this special occasion, I reaffirm my commitment to amplifying such leadership at the United Nations and beyond. Together, guided by bold vision and united in purpose, we can ensure that access to water becomes a reality for every African — and a foundation for peace, prosperity, and resilience across the continent.”

His final words carried a powerful reminder: “Water is dignity. Water is justice. Water is Africa’s future.”
