Uganda Signs Agreement with Starlink to Launch Satellite Internet Services

According to President Museveni, the agreement represents an important step in strengthening Uganda’s telecommunications sector, with a focus on enhancing security, improving revenue assurance, and ensuring accountability across service providers.

Uganda is set to welcome satellite internet giant Starlink following the signing of a Memorandum of Understanding (MoU) and operational licence agreement with the Uganda Communications Commission (UCC), witnessed by President Yoweri Kaguta Museveni.

The agreement marks a major step toward Starlink’s planned entry into Uganda’s telecommunications market, with government officials highlighting its potential to strengthen connectivity while reinforcing oversight within the sector.

President Museveni described the deal as a significant milestone for Uganda’s digital future, noting that it will support improved security, enhance revenue assurance, and promote greater accountability among telecom operators.

He stressed that the government’s main objective is to ensure transparency in the telecommunications ecosystem, including clear identification of operators and better visibility into customer activity.

According to the President, Starlink has committed to operating within Uganda’s legal and regulatory framework as it prepares to launch services in the country.

Museveni welcomed the company’s expansion plans, expressing confidence that Starlink’s presence will help widen internet access, particularly in underserved areas, and contribute to Uganda’s broader digital transformation agenda.
